Article 1

The Student Shall Commit to the Following:

1. Complying with the laws, regulations, instructions, and orders issued by the Ministry of Higher Education and Scientific Research and its institutions (University, College, Institute).
2. Not offending religious beliefs, national unity, or national feelings, and avoiding incitement to sectarian, ethnic, or religious strife, whether by action or speech.
3. Not harming the reputation of the institution or its members, either inside or outside the institution, through speech or action.
4. Avoiding any behavior that contradicts proper academic conduct, including maintaining high discipline and showing respect towards administration, faculty, staff, and fostering positive relations and cooperation among students.
5. Demonstrating disciplined and correct behavior that positively influences their chances for employment, scholarships, or academic fellowships.
6. Refraining from any action that disrupts the peace, order, and security within the university, college, or institute campus.
7. Maintaining the educational supplies and properties of the university, college, or institute.
8. Not disrupting the academic process or the smooth conduct of studies at the university, college, or institute.
9. Abiding by the prescribed uniform for students, while respecting the specificities of each institution.
10. Avoiding the promotion of organizations that deepen divisions or any form of political, religious, or social persecution.
11. Not engaging in or promoting any form of political party, ethnic, or sectarian activity, such as displaying party images, banners, or organizing political meetings or seminars.
12. Not inviting party figures to deliver lectures or hold political or religious gatherings within the university campus to maintain institutional unity.

Article 2

The Student Shall Be Warned If They Commit Any of the Following Violations:

1. Failure to adhere to the prescribed uniform.
2. Disrespecting the relations of camaraderie between students or making inappropriate remarks about fellow students.

Article 3

The Student Shall Be Warned If They Commit Any of the Following Violations:

1. Any action that warrants a warning, especially after receiving a prior warning.
2. Disrupting the order, peace, and tranquility of the university, college, or institute.

Article 4

The Student Shall Be Suspended for 30 Days If They Commit Any of the Following Violations:

1. Any action that warrants a warning, after having previously been warned.
2. Insulting any staff member who is not part of the teaching faculty.
3. Defaming any faculty member inside or outside the university or college.
4. Placing offensive or inappropriate posters on university property or campus.

Article 5

The Student Shall Be Temporarily Expelled from the University for Up to One Academic Year If They Commit Any of the Following Violations:

1. Repeated violations of the actions outlined in Article 4.
2. Engaging in or inciting sectarian, ethnic, political, or party-related activities on campus.
3. Physically assaulting any staff member who is not part of the teaching faculty.
4. Using violence against fellow students.
5. Threatening or engaging in violent or armed acts.
6. Carrying weapons (with or without a license) on campus.
7. Causing significant harm to university property, either intentionally or through gross negligence.
8. Insulting national unity or religious beliefs.
9. Insulting a faculty member either inside or outside the institution.
10. Damaging the reputation of the university through words or actions.
11. Deliberately disrupting the smooth conduct of studies.
12. Being involved in fraudulent actions or scamming fellow students or staff.

Article 6

The Student Shall Be Expelled from the University or Institute and Their Enrollment Shall Be Cancelled if They Commit Any of the Following Violations:

1. Repeated violations as outlined in Article 5.
2. Physically assaulting a faculty member or lecturer.
3. Committing immoral acts or acts that contradict public ethics.
4. Presenting forged documents, knowing they are fake, or being complicit in forgery.
5. Engaging in or assisting actions that disturb the security and peace on campus.
6. Being convicted of a felony or misdemeanor that tarnishes their honor and results in a prison sentence of more than one year.

Article 7

The Following Shall Apply:

1. The imposition of disciplinary actions outlined in Articles 2, 3, 4, 5, and 6 does not prevent the imposition of other penalties if the violation also falls under criminal laws.
2. If a criminal case is filed against the student for an offense committed outside the university, the disciplinary action will be postponed until the criminal case is resolved.

Article 8

The Dean of the College or Institute Shall Form a Student Discipline Committee, Presided Over by the Vice Dean, with Two Faculty Members, One of Whom Must Be a Legal Expert, and a Representative from the Student Union (elected), and an Administrative Staff Member Shall Be Appointed as the Committee’s Secretary.

Article 9

No Disciplinary Action May Be Imposed Unless Recommended by the Student Discipline Committee.

Article 10

Disciplinary Actions Will Be Imposed by a Decision of the College or Institute Council, which May Delegate This Authority to the Dean of the College or Institute.

Article 11

The Following Shall Apply:

1. Warnings and reprimands are final and binding decisions.
2. A student who has been expelled for no more than 30 days has the right to appeal the expulsion decision before the College or Institute Council, and their decision is final.

Article 12

The Student Has the Right to Appeal the Expulsion Decisions Stated in Paragraphs (2), (3), and (4) of Article (11) Within Seven Days of Being Notified, or Within 15 Days from the Date the Expulsion Decision is Published on the Notice Board, If They Could Not Be Informed Directly.

Article 13

The Disciplinary Decision Shall Be Posted on the Notice Board of the College or Institute for at Least 15 Days, and the Student’s Guardian Shall Be Notified in Writing.

Article 14

The Regulations for Higher Education Students No. 19 of 1989 Shall Be Repealed.

Article 15

These Regulations Shall Take Effect From the Date of Publication in the Official Gazette.
