The Institute Council is the highest authority within the institute, consisting of a group of members, including the heads of the academic departments. The chairman of the council is the Dean of the Institute.
The council holds extensive scientific, administrative, and financial responsibilities and authorities.
Scientific Responsibilities:
Approval of the Institute’s Policy and Its Development: The council is responsible for approving and evolving the institute’s policy in scientific, technical, and cultural fields.
Admission Planning: The council designs the admission plan for each division or scientific branch, specifying the conditions for admission and overseeing its implementation.
Research and Academic Planning: It develops plans for scientific research, publishing, translation, and ensuring the provision of educational resources, faculty members, and community service.
Supervision of Institute Affairs: The council oversees the affairs of the institute and monitors its various academic, cultural, educational, and sports activities.
Review of Scientific Leave Requests: The council discusses requests for scientific leave for faculty members within Iraq and abroad, in accordance with university service laws, and submits them for approval to the university council.
Formation of Plagiarism Committees: It forms committees to check plagiarism in master’s theses, doctoral dissertations, and online sources, for the purpose of approving or rejecting scientific promotion applications before discussing them at the institute council.
Approval of Research Plans: The council approves the research plans of Lecturers in the academic divisions.
Review of Faculty Promotion Requests: The council reviews Lecturers’ promotion requests and submits them to the university council for approval.
Academic and Research Planning: The council formulates plans for the establishment of new divisions, branches, research centers, and units. It also proposes the establishment, merging, or closure of divisions and distributes curricula across academic years.
Submission of Admission Plans: The council submits the academic departments’ admission plans to the university council for approval.
Curriculum Development and Updates: The council discusses proposed changes to the curricula and recommends periodic updates to ensure they align with the evolving scientific and technological advancements witnessed by modern institutions.
Recommendations for Study Leave: It recommends granting study leaves within Iraq for institute members, based on proposals from the relevant academic division or branch.
Scientific and Cultural Agreements: The council negotiates scientific and cultural agreements with equivalent institutes inside and outside Iraq and submits them to the university for ratification.
Approval of Academic Year for Students Facing Issues: The council submits recommendations to the university to approve the academic year as “non-failure” for students who face issues beyond their control, preventing their regular attendance and participation in final exams.
Disciplinary Measures: The council imposes disciplinary sanctions on students based on established regulations.
Engagement of Bachelor’s Holders: The council oversees the assignment of bachelor’s degree holders to deliver theoretical lectures as needed.
The institute is composed of a collection of administrations, units, and divisions that work in an integrated manner, following an organized framework and well-defined strategies. These aim to meet the needs of the institute and develop its infrastructure in all aspects. This includes preparing administrative, financial, security, and safety plans, as well as handling media relations, local and international connections, and other services that benefit both the institute’s staff and students.
