Under the patronage of the Dean of Al-Qadisiyah Polytechnic College, Professor Dr. Zaki Mohammed Abbas Bahiya, the Department of Health Administration Technologies organized an academic awareness workshop entitled \u201cLegal Protection of the Sanctity of Blood: How to Translate Religious Principles into National Legislation.\u201d The workshop was delivered by Assistant Professor Dr. Muammal Hussein and Lecturer Mohammed Ghattar, with the participation of a number of faculty members and students of the College.<\/p>\n\n\n\n
The workshop addressed the concept of the sanctity of blood as one of the highest values established by divine religions, given its fundamental role in safeguarding the human right to life and protecting societal peace. It was based on Qur\u2019anic texts that affirm the sanctity of the human soul and prohibit aggression against it without just cause, and highlighted how these principles have contributed to the establishment of ethical and legal foundations that criminalize killing in all its forms.<\/p>\n\n\n\n
The workshop also shed light on the translation of these religious values into binding legal legislation by reviewing relevant constitutional provisions, particularly Article (15) of the Iraqi Constitution of 2005, in addition to the international framework represented by the Universal Declaration of Human Rights and the International Covenant on Civil and Political Rights, both of which affirm the right to life as an inherent right that may not be arbitrarily violated.<\/p>\n\n\n\n
Furthermore, the workshop discussed the legal characterization of homicide crimes under the amended Iraqi Penal Code No. (111) of 1969, explaining the definition of intentional killing, its penalties, and aggravating circumstances in certain serious cases, as well as the protection of human life even in cases of unintentional killing, reflecting the Iraqi legislator\u2019s commitment to preserving lives and preventing their trivialization.<\/p>\n\n\n\n
The speakers also addressed the issue of confronting societal customs that violate the law, particularly the phenomenon of \u201ctribal armed demonstrations,\u201d clarifying the position of Islamic Sharia and Iraqi law regarding such practices, and emphasizing that the enforcement of rights must be confined to legal means and competent judicial institutions, in order to preserve the sanctity of lives and property.<\/p>\n\n\n\n
At the conclusion of the workshop, emphasis was placed on the importance of enhancing legal and religious awareness among students and linking noble human values with the modern legislative system, in a manner that contributes to fostering a culture of respect for the law, rejecting violence, and strengthening the role of academic institutions in building a safe and stable society.<\/p>\n","protected":false},"excerpt":{"rendered":"
